Major Twist Occurred Today

I'm going to attempt to get through this as quickly as I can because I'm working the phones right now to resolve the new issue that has surfaced... Here's what I have learned, Delegate White told one of my sources later today that he has a major concern about HB 4091 because of the "Fiscal Note" that came from PEIA today. The Fiscal Notes are requested and returned by the requested organization stating what the financial impact to the state will be by implementing a piece of legislation to the committee. This fiscal note stated a 1st year at $6.9 million and $22 million total over three years... The problem is that they are WRONG!!! And basically it's a scare tactic to get the committee to not run the bill - it's happened in other states.

I have already forwarded documentation to the Finance Committee Attorney and the Finance Chairman that shows, from a government funded organization, autism mandates cost less than 1% of current state premiums and some states (like Indiana) have stayed at this number for the better part of 6 years. So after sending this to these two individuals, I informed them that they should request PEIA to show them how they came up with this number - but basically it's all smoke and mirrors that they will get caught up in...

As of 7 PM, I have not received confirmation that HB 4091 will be on tomorrow's agenda, and the attorney actually stated (around 3:30 PM) that she is about 99.5% positive it will not go to tomorrow's agenda. So, right now I would not expect 4091 to go to the Finance Committee's agenda, but I will continue to actively pursue this issue and get this resolved as soon as I can...
